Volume can change with context

Some people do not always notice when their voice is louder or quieter than the setting requires. This may happen when they are excited, anxious, tired, concentrating, or speaking in an unfamiliar room.

Use a private, consistent cue

Public criticism creates embarrassment. A discreet hand signal or brief phrase can help when it is agreed in advance and used without sarcasm. Room acoustics, seating, and virtual headsets may also make a difference.
