Too many sources create uncertainty

An employee may become confused when several people give directions about the same task. They may not know which instruction takes priority, whether directions should be combined, or who has final authority.

Make ownership visible

Assign one primary point of contact, keep the current plan in one place, identify approval points, and summarize conflicting directions. The employee is not necessarily being difficult; the system may be presenting competing versions of the work.
