Caution can be a reasonable response

When expectations change repeatedly or rules are applied inconsistently, an employee may become cautious even after the situation appears resolved. They may be trying to determine which standards are reliable before taking initiative again.

Trust is rebuilt through evidence

Acknowledge what was unclear, state the current expectation, explain what will remain stable, follow through on commitments, and apply standards consistently. The person does not need to be told to move on; they need evidence that the new expectation is dependable.
